I have had the same problem with my Series 6 watch. I climbed a set of stairs (19 steps) walked level for thirty paces then descended 19 steps walked level for thirty paces returning to the original set of stairs and repeated this loop 20+ times. When I checked my watch, it showed I had climbed 1 flight of stairs. My call to Apple support resolved nothing. They told me to update to the new software, which I had already done, and reset my fitness calibration data (in privacy setting).

I have found that if I paused for a couple of minutes between each flight, it recorded the flight. That of course, is nto what I wanted.
