ipad air and icloud

my ipad air is downloading very slowly to icloud. Does it need to be plugged in. Any suggestions.

Also, it is reading on my iphone that this ipad reads UNKNOWN for icloud

Yes, it should be plugged in to power and connected to WiFi.
