Apple Pay not working on iPhone 6s

Hi

i am able to add my cards on iPhone 6s but when I scan at the merchant terminal, nothing happens. I have tried removing and adding. Adds, restarting the phone etc but nothing works. Can you please advise if there are any restrictions on my account or if it is a phone issue, how can I diagnose it ?
