i have an iMac early 2009 and i have OS X El Captain Version 10.11.6 how can i upgrade it to the next upgrade

OS X El Capitan is the last version of macOS your iMac supports, as macOS Sierra requires a Late 2009 iMac or later: macOS Sierra - Technical Specifications

Yes.

You will have to buy a new Mac if you want to run a newer version of macOS.
