If I move my Photos library to an external device I can easily open Photos with the option key down and choose the location.
But then when I sync using the Finder, I get the message it can't find my Photos library.

Have you set the moved library to be your system library?
(When that library is open - go to photos>preferences then in the general tab, click the "use as system photo library" button)

I had not clicked it, I did, no change. Cannot find library.
As a double check, try restarting your mac now you've set it as the system library.
