“Other” is using 28mb out of 32mb

”other” is taking up 28mb of 32mb on my iPhone 7 - I’ve canceled almost all apps, eliminated history on safari, have iCloud set up - what should I do to reduce “other”, or is the iPhone 7 now out of date?

storage my iphone “other “ is taking up 23 GB although i have tried everything to free up storage . i have one app only because of my full storage . Is there anything i can do to free up the “other “ storage ?Because it says that the “other” should only be taking up to 20 Gb . This is also causing my phone to freeze and log out of apps.
