Is erasing disk appropriate if just resetting password but no permissions?

I installed Mojave and now cannot get into my MacBook air. I am in recovery mode and at terminal and typed "reset password" but was unable to save new password because I didn't have permission. So I went back to terminal and disabled my permissions. Still doesn't work. Then I read to type "repairHomePermissions" into terminal. Still not saving new password. So do I have to erase my entire disk in order to get onto my MacBook air?

I'd just try a Reinstall.
