Email address to report phishing rejects the phishing evidence

I frequently receive phishing emails purportedly from iCloud and Apple. I have been reporting them to

reportphishing@apple.com address.

Lately when I forward it to reportphishing@apple.com it bounces back and says it’s undeliverable because the recipient rejected it. I tried sending phishing evidence from different email addresses but no avail. No matter the sender address I get the same refusal. I tried abuse@icloud.com , same thing happened.

Normally, I am hitting forward and write the email address.

I don't know how to attach the phishing email to the new email, then send the new email from my mobile outlook application. I don't have PC, tablet etc.

But when I send empty mail to reportphishing@apple.com for trial purpose it accepts though.

Question is how I get it to Apple ?
