The local Apple service here in Mumbai, India looked unaware of the fact of this program, and asking for charges for inspection. What is the exact process for this?

Tell them to review the details of the battery recall program under article number OP2157 or RS262. Do you have any other local AASPs which may be more knowledgeable or an Apple Store?
Click on the "Contact Support" link at the top right of this page to see what your repair options are for your region. If the local AASP or Apple Store are unaware of this recall program, then you need to contact Apple directly to report the issue with the local AASP.
