Apple Watch Cellular Setup Error EDS4014

Has anybody been able to work around the EDS4014 error trying to connect the apple watch to the AT&T cellular network? I got the NumberSync confirmation once after trying for a long time, but still wouldn't work, so I removed the cellular plan and cannot get it back again. AT&T support said it was a backend issue and to wait four hours, but if it happened once, I don't understand why I can't get it to NumberSync again.
