Apple Watch 3 wont pair with IPhone 6

Hello, my daughter purchased an Apple Watch series 3 and it won’t pair with the old phone she uses (not on a network). It’s an iPhone 6 and won’t update past version 12.4. Are we out of options here? Does the Watch need to be returned?

Apple Watch won’t pair? Says iphone needs to be updated but it is! I factory reset my Apple Watch series 2 and tried to pair it to my new iPhone XR. It says the watch has to be updated then keeps taking me to a screen that says my phone must be updated first but it’s up to date. Worked with Apple support and did all the restarts, delete and re-downloaded the watch app and still the same issue. Anyone ever seen this before or have any ideas?!

A new apple watch 3 requires a phone with at least ios13 or higher,your iphone 6 won't go past ios12.You have 14 days from the date of purchase to return the watch.
