The right portion of my Touch Bar, called the Control Strip from my understanding, is visible but not responsive to touch.
I have tried all of the remedial methods I have seen regarding this issue after previous MacOS updates, but none have been effective.
Has anyone else experienced this same issue? I am hoping this will be fixed with a patch.

Try both:
Try resetting the SMC https://support.apple.com/en-us/HT201295
if no resolve
Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379
