what can I do about activation lock
what can I do about activation lock if the person I purchased the phone from is not the person whos apple id is signed into the devise? Can apple contact them for me?

Apple doesn't track who owns what device/computer so they can't help. If you can't reach the previous owner whose ID is on the device and have them remove the device from their account, the device is worthless. Apple won't unlock it for you.
Turn off Activation Lock - Apple Support.
