iPhone SE 2020 rotates only on safari
Is this normal or there is a setting to make possible the rotation of everything, which I can't seem to find on my phone?

You can’t rotate everything. You can only rotate apps that are programmed to support rotation. The Home screen on an SE does not rotate, for example. Safari supports rotation between portrait and landscape modes. So does Photos and Camera, Calendar (which has different views for the two rotations), Calculator (which goes to scientific calculator in Landscape), etc.
