Can’t change orientation of Safari on iPhone not locked

Welcome to the Apple Support Communities. We see you're unable to change the orientation of the Safari app, and you've already looked at an article on how to Rotate the screen on your iPhone or iPod touch. We're happy to assist.

Are other apps able to rotate as expected? Some apps don't rotate, but you could test the built-in Messages or Mail apps.

Restarting your device may help as well if you haven't tried that as well: Restart your iPhone
