My phone is kind of working, I can't open apps as normal but if i swipe upp I can get to the apps that way. However I cannot turn off my phone and I am too scared to shut it down because I don't know if it will delete everything I have on it.

how do i know if i have backup on my computer of icloud?

It shouldn't delete anything but just restart. However, you should do/have some backup either on a computer or iCloud.
