Emoji options depend on the specific emoji you are choosing. Some Emojis don't have additional hair color options, other's change hair color with skin tone. Other's like the red head emojis only have the red hair color.
What emoji exactly are you using?
On what specific emoji are you trying to change the hair color? Not all emojis have a blond hair option.
Unless of course you mean you want to change the hair color of a custom Memoji you are making. Memojis and Emojis are 2 different things.

When you tap and hold on one Emoji if no other hair color options appear, it generally means that that emoji does not have additional hair options.
