I managed to update one user to ASM from VPP, but no matter which device or browser I use, I am unable to get past the first screen, "Choose security questions to protect your account." There are no questions to select, and all I have to select is "Cancel" as "Continue" is not active and cannot be clicked.
It shouldn't happen but Apple support team will better answer your question.
