iPhone Storage to Icloud

I have a storage capacity of 50GB on my phone. I have used 35GB mainly photos. I keep receiving messages that my latest photos are not being saved to cloud and I need to upgrade to to 200GB. I have deleted a lot of photos and it still is not be saved to cloud.

Can anyone explain this please?

I recently updated my i cloud storage size from 5gb to 50gb, however all my photos are not saving to icloud that i already had on my phone how do i get the remaining photos on my phone to the cloud

You need to cull your iCloud storage -- Manage your iCloud storage - Apple Support.
