Hi Zinacef, I have the same issue. i've got a new iphone 11 today and restored backup via itunes to this device from iphone 7. both running same OS 14.1. Though iCloud is stuck in loading screen in files app since the beginning. Plugging in to power didn't fix problem for me.
Try plugging in the device to power.
