Is this fraud

I have been getting phone calls stating that someone is trying to log in to my iCloud account and they want me to contact Apple Support, I don't know if it's fraud or not, I don't know what to do, they also say not to make online purchases until I contact you

Apple does not make such calls.

All such calls are scams from criminals attempting to steal your personal and financial information. The callers will often use number spoofing to pretend they are calling from a legitimate business. The correct course of action is to ignore the calls or hang up on them, repeatedly if needed.
