i just purchased an international version of iphone 11 pro, it does not let me mute camera sound even when i put the phone on silent mode. Can this problem be repaired or should i exchange for a middle east version instead?

There is no "international version" of the iPhone.
Phones originally sold in Japan and South Korea can not mute the camera shutter sound. It is illegal to do so in those countries.
