My iCloud folder and iCloud Photos folder is on my Windows 10 C: drive. I want to move them to my data drive E:. I have searched ** have not found how I can do this.

This is not possible on Windows.
Really? Wow! I'm now using iCloud to back up all my photos, and that all has to be on the C: Drive (as well as the cloud). That is very disappointing and very surprising. However, it does explain why I could not find out how to do it. Thank you very much, you have saved me much further fruitelss effort to solve this unsolvable problem.
It's possible through registry edits or powershell commands.
Why Apple has chosen to omit the option is anybody's guess.
