Fraudulent claims of winning

Who can I report a game to that makes fraudulent claims of winning.? When the game is fixed so no one can win. This game is even on tv ads claiming that you can win but it is not true. I have played this game to the point if I get anything or even one more point I would win but it won’t allow me to move as far as point go or win collect any more items that would allow me to win. The game now does basically nothing. You don’t gather anything you don’t earn points nothing. And I’m so tired of these games making fraudulent claims. Who can we report this type of thing to?
