iPhone 8 stuck on "It may take a few minutes..." when using a new Apple ID

We have a new employee starting so I wiped a spare iPhone 8 and am trying to set it up with the new apple ID, but it keeps getting stuck at "It may take a few minutes to set up you Apple ID". If I use one of out older id's it works fine... Not sure what I can do. I have tried rebooting it and resetting it again and still won't go through...
