Can I share an APP I purchased with my family member without having to have them re-purchase it?

How do you share a purchased app? I purchased an app from the App Store, that has the ability to be shared with family members. I already have family sharing enabled on both phones. So step by step how do I let them download said app to their iPhone in order to use it w/o having to purchase it again? This has been one of the most frustrating features since it’s implementation.

Yes - using the Apple Family Sharing features:
