3rd Party Mouse - Disable Scroll Wheel Click Application Switcher [Catalina]

I have a 3rd party mouse that I like to use for 3d modelling, but it seems macOS Catalina doesn't provide options to disable Application Switching when you click the scroll wheel.

I've tried SteerMouse, BetterTouch, and USBOverdrive -- none of them appear to be capable of disabling AS.

I never had this problem prior to Catalina, and I find it bizarre than Apple doesn't provide fundamental control over basic mouse button mapping.

(Note: there are no Mac drivers available for this particular mouse.)
