I have held letter key down and I saw the options for accents but the breve for the short vowel sound is not in the list. I have tried the combination of option+b+(The letter) and it doesn’t type that symbol. I activated the ABC extended keyboard but it hasn’t changed anything. I know that it said to add the United States Extended keyboard but that isn’t an option on my MacBook. This teacher needs this symbol!! Help!

The US Extended keyboard name was changed to ABC Extended a while ago. You need to do more than activate it, you need to go to the "flag" menu at the top right of the screen and choose it. Once you do that, then option b (let go) then the letter will give you breves. ă. Or first the letter and then option shift b. ă
