How to Turn Government Alerts on or off ios 13.7?

I've followed the Apple published procedure to turn off Amber Alerts on my iPhone running 13.7. The option no longer exists (I'm in the USA). Here's the procedure that no longer has the option where it's indicated:

1. "Go to Settings > Notifications.
2. Scroll to the very bottom of the screen.
3. Under Government Alerts, turn the type of alert on or off.*

There is no "Government Alerts" in Notifications. I've done several restarts, and the option never appears. I've received an Amber Alert at an inopportune moment, so I know it's active.

Does anyone have any updated information on how to find and disable Government Alerts? Apple's published info is outdated.
