When my brightness is on 100% it’s start dimming to 75% and going down to 50% even tho my auto brightness is turned off it occurs when Im on an app i noticed that my brightness just automatically goes down and it’s annoying because i can’t see in bright areas i need help asap thank you

It sounds like Auto-Brightness may still be having an impact on your device.

The section "Adjust the screen brightness automatically" shows where to check Auto-Brightness settings.
This should help resolve the issue. If not, let us know if this is happening in only the one app.

Are you saying that this is only happening in the Battery Health area of your iPhone?
Let's try restarting your iPhone and see if that helps.

Wdym impact? I think maybe the backlight if the iphone and also in battery health
