Running High Sierra upgrade runs for a minute and completes but does not upgrade

I downloaded this installer and got the 5GB installOS.pkg in my downloads folder. I run that file and it does some short installation then just completes. But it is not doing any upgrade it just stays the same OS version 10.11.6

Try installing it in Safe Mode, it also will try to do Firmware updates...

Safe Boot, (holding Shift key down at startup).
