That didn't work but I have discovered that if I double click on a song it starts to play, the cloud symbol changes to mid-blue, and then I can download it. Clicking on the light-blue symbol doesn't trigger the download.
I've also discovered that if I highlight, say 10 tracks (which have the light-blue cloud symbol), right-click the selection, select "play next" and then click 10 times on the double right-arrow which takes the song to the end (top left of the screen) then the cloud symbols change to mid-blue and I can then follow your initial advice and the Download option appears in the context menu.
How odd? I don't think I've ever noticed the distinction before, but I removed some downloads in my library and the they came up light blue and wouldn't download like you say. In my case I closed Music (Mac running Catalina) and reopened, and they came back in a darker shade, and this time Download was in the context menu.

It indicates you can click to download the item in question. I don't think the colour is significant.

Thank you. Is there a way of downloading songs en bloc, without clicking on each one?
Yes, select a range by clicking one, then shift-clicking another to select all in between, ctrl-click to add or remove from the selection, right-click and click Download from the context menu.

Thank you. Tried this but don't see a Download option - context menu is the pop-up box? The pop-up starts with an option to Add to Playlist
Yes, the context menu is the pop up box. If download isn't an option try clicking a cloud icon within the selection.

Yes it is odd. Not sure what you mean by closing Music. I have a PC and if I exit iTunes and reopen the clouds are still light-blue. My work-around is ok. Thanks for your help.
