My son broke his iPhone 7 and it doesn’t work, bought him a new iPhone 11 but cannot figure out to access his iCloud to transfer his data from old
to new phone. Everywhere we try it asks for a verification code that was sent to his broken phone! Please help!

Does his new phone have the same phone number/SIM?
If so, send the request to the "new"phone.
