Sorry, but that is not possible, as the iPhone 5C can not be updated beyond iOS 10.3.3.

Because the iPhone 6 does not have the required hardware to update above iOS 12.4.8.

When possible, ask your grandpa to check the model number at: Settings - General - About - Model = ???
My guess is that it is actually an iPhone SE (first generation).
But I used to have the iPhone 5c and it updated
My grandpa has my old Phone the 5C and it’s updated. It has all the features that IOS 13 is offering ( dark mode, photo editing, Memoji) I’d post a picture of it but I’m not with him currently
