Isn't there a way to force the built-in recovery?

i need to use the built-in recovery, but it keeps trying to do the internet recovery, which doesn't work due to a slow connection. Is there a way? Thanks

MacBook Air 13″, macOS 10.13

Are you using the Command + R at startup? Depending on age of MBA it should work.

Yes, but it kept going to internet recovery, which was what I was trying to avoid as the connection was too poor. I ended up going into town for a better connection and that did the trick. Thanks for your reply.
