my MacBook Air is storing files even when downloaded to icloud

I have added extra storage to the icloud. I have 200 gb. Yet my cimouter is out of storage. It seems that even though files are being uploaded to the cloud, it is being stored on my computer. I have run out of space. Should I be deleting files on my computer? Please assist
