Yes. This is a Scam eMail:

It is a scam - Apple will not send you an eMail telling you that your Apple ID has been disabled.

Report this to Apple:

So, forward the eMail off to Apple at reportphishing@apple.com. Then remove it from your Trash and your Archive folders.

I'm not 100% percent sure but from the information you provided it seems to be a scam. If you're unsure you can send it to reportphishing@apple.com if you think it's fake. Like I said I'm not entirely sure but I think if your ID was disabled they'd inform you with more than an email.
