Apple Pay

I can’t download any apps because it keeps saying that my payment method was decline which it should not be decline so underpayment method it has the last four my debit card and then it says Apple Pay which I do not have I have been trying to delete it won’t let me because it says I have a subscription that needs a payment method but I do not have any I need help please
