South Africa iTunes v USA iTunes cards

Can I tunes cards bought in South Africa be redeemed for cash or sold to iTunes Store in USA, or any store for that matter.

I keep getting this via scammers here on hangouts.

iTunes gift cards purchased in one country cannot be redeemed in the iTunes Store of another country.
