Using messenger on iPad, can not send or receive messages to/from NON Apple phones (I can on my Apple phone) so I don’t think it’s a network problem? Any suggestions will be helpful, thanks for reviewing my question and any suggestions! Thank you

You must explicitly enable Text Message Forwarding for your iPad on your iPhone.
On your iPhone:
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:
Settings > [Your Name / AppleID] > Messages - set to ON

In order to send/receive SMS messages with your iPad to non-iOS devices, the iPad needs to work in conjunction with an iPhone as these types of messages will require a cellular voice connection to work properly.
