Exposure Notifications not showing

Hello, when I tried to enable my country’s COVID app, the notification to enable it doesn’t appear. Going into the settings for the app shows the exposure section as black. How would I fix this?

exposure notifications i have reviewed other responses and have looked into recommendations mentioned, like location services needing to be on and bluetooth is on as well ... and still the top two lines in the exposure notifications says unable to check possible exposure and exposure logging status says inactive but i have turned everything on that it says to do? what am i missing? please help🙏

Availability Alerts for Exposure Notification I have been able to open and enable this app by selecting my 'Active Region'. The last step, where I could toggle Availability Alerts is greyed out, and it says: Availability Alerts are not available because Location Services is turned off in Settings. I have scoured Location Services, and dont see the Exposure Notification app, or anything else that might help me fix this. How can I fully enable?

Where is the Exposure Notification app for New York State? When attempting to enable Exposure Notifications, I select New York as my state and am told “Your Region has an Exposure Notification App. To turn on Exposure Notifications for New York State Dept of Health, you can download their app from the App Store.” However clicking “Open App Store” brings me to the “Help Slow the Spread of COVID-19” PSA article with no link to any app for my state. Any clarification would be most appreciated.
