Silent switch auto toggles off

My iPhone 11’s switch for toggling on and off the sound is pretty much stuck on “off”. When I toggle to on, it automatically and immediately toggles back off. This is without the case on the phone.

i tried cleaning with a toothbrush but no luck. Anyone else have this problem?
