can I get and use the breathing app for my Ipad or Iphone, that's available for the apple watch?

The Breathing app that you see on the Apple Watch is only available on the Apple Watch. There are, however, various Breathing Exercise apps available in the App Store for your iPhone. Search for Breathing and you will see what is available in the App Store.
