It appears that I have to pay Apple something for the privilege of syncing my iphone and my macbook pro. Is this true?

Hi,

Not true. You don’t need an Apple Music subscription to sync your phone.

Use the Finder to sync your iPhone, iPad or iPod with your computer – Apple Support
