You can reset your passcode by following the instructions in this article by Apple ➔ How to reset your passcode on a disabled iPhone. You will need a computer for this task and all your data on your iPhone will be wiped clean in the process.

I did follow the steps and restored it but upon completion, it comes back with the locked screen asking for a passcode I don't know. I can't get into the phone even after doing the reset through iTune. Thanks.

You will have to follow these instructions which will erase your phone....

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
