How do I delete an app on iPhone XR such that it can't be downloaded in the future without a password? Trying to keep my kids from re-downloading an app that I keep deleting.

I'd look into parental controls. Do you have to be logged in to your appleid. Be sure to disable the 15 minutes grace period on auto password approval.
