Flash on camera

My phone isn’t letting me use the flash when on the camera. The actual flash light works normally, but when I’m on the camera and I got to put the flash up, it comes up with a notice saying battery is too low to use the camera. But I’m on 100%. It’s been doing this for a while now and I haven’t been able to use my flash.
