If I delete photos from my icloud storage, are photos in message retained in icloud backups?

First of all, if you are storing your photos in iCloud then it’s not considered a part of the backup. However, if you delete photos from your iCloud storage, it will subsequently be deleted on all your devices you are signed in to.

Thank you for your prompt and helpful reply - however, I am not concerned about the photos I have taken (they are very deletable!) but would like to keep the photos sent to me from others via iMessage. I am hoping that these will be retained in my iphone backups even if I delete my photos.

Yes, the photos in your iMessages will be retained and remain separate from the photos in iCloud Photos.
