Why does Safari open previous windows when starting a new browsing session and how can I stop it?

You might have Safari's preferences set to 'Open all windows from last session'. If you want to change this go to Safari Preferences > General tab
The option at the top will ask - Safari Opens With:
Choose: A New Window.
With this setting Safari will present a new window each time it is relaunched.

Thanks David. I did as you said as well as set start page as my opening window. and tabs Also, in System preferences, - general, I selected "close windows when quitting an app". Now, when opening Safari, I get my favorites popping up with no other windows opening. Yes!
