If you follow these instructions very carefully—>If you forgot your Screen Time passcode - Apple Support


and watch this video:


If you still can’t reset the passcode you will have to restore your phone to factory settings and NOT restore a backup—>Restore your iPhone, iPad, or iPod to factory settings - Apple Support
